Are you an experienced Chartered Civil Engineer (or equivalent professional qualification) with a track record of delivering high value/high risk infrastructure works, leading multi-disciplinary teams?

Transport Scotland is looking for experienced applicants to fill two Senior Project Delivery Team Leader roles in our Major Projects Directorate. These are exciting and challenging engineering management positions, that will directly contribute to delivery of the Scottish Governments priorities that will make a real difference to the lives of people living in Scotland, now and in the future.

Transport Scotland’s Major Projects Directorate is responsible for the design, assessment, promotion, procurement and construction of major transport infrastructure projects. These include the current Scottish Motorway and Trunk Road Programme (including the A9 Dualling Perth to Inverness, A83 Rest and Be Thankful and A96 Improvements). We also have new projects emerging from the second Strategic Transport Projects Review (STPR2). The Directorate also leads and advises on procurement and contract management matters for Transport Scotland.

One of these senior posts will be within the A9 Dualling Team, the Programme for which is progressing at pace with major construction of the A9 Dualling: Tomatin to Moy project now underway, the contract award for the A9 Dualling Tay Crossing to Ballinluig expected in Summer this year and the commencement of procurement for the A9 Dualling: Pitlochry to Killiecrankie section also expected in Summer this year. Ahead of the main works for each of these packages, we also expect to deliver a range of advance works packages to help de-risk our programmes. It is an exciting time for the team as we deliver on the Scottish Governments A9 Dualling Delivery plan to complete the A9 Dualling between Perth and Inverness by 2035.

The other senior post is for a role within the Project Delivery Team responsible for several projects including the A96 Dualling Inverness to Nairn (including Nairn Bypass), A9/A96 Inshes to Smithton and M8 Woodside Viaducts schemes as they approach procurement /construction phases, together with completing residual issues on projects including Maybole Bypass and the Haudagain Improvement Scheme.

Both posts will report to a Head of Project Delivery (either specifically for the A9 or for the other projects). Both roles will have direct management of a team of engineers and advisors, which will vary commensurate with the delivery programme. The teams are also supported by governance and communications staff together with a specialist administration team.

Whilst these posts are for roles within the Major Projects Delivery Teams mentioned above flexibility may be required to work across the Directorate as priorities and projects dictate.

Successful candidates will be allocated to the role that best matches their skills although preference will also be considered.

Responsibilities

  • Co-ordinate and manage the procurement of works, services and supplies contracts with responsibility for overseeing the various stages of the procurement process from the development of the procurement strategy (including consideration of the use of innovative infrastructure investment approaches such as use of private finance) to contract award, alongside contract implementation and management in line with Scottish Public Procurement Legislation.
  • Lead your staff and technical advisors to ensure that they effectively administer, monitor, report and advise on the procurement and construction elements of the projects within the programme, ensuring that robust governance procedures are in place. This will also include preparation of Business Cases, participation in Gateway Reviews or equivalent and progressing projects through Transport Scotland’s internal approvals process. You will also attend monthly project progress meetings, quarterly progress reviews as well as Directors’ meetings and ad-hoc meetings.
  • Manage project finances to ensure capital spend is delivered to allocated budgets and represents best value.
  • Manage resolution of commercial issues, including undertaking robust commercial analysis, consideration of respective parties contractual positions, preparing briefings for Directors and Ministers on commercial issues, engaging constructively with contractual counterparts to resolve commercial issues amicably where possible, and engaging with legal advisors as necessary in the preparation and running of formal dispute resolution procedures.
  • Be the ‘public face’ of your construction schemes, particularly from a communications and relationship management perspective. Engage pro-actively with those affected by Major Projects, including elected representatives, community councils, local communities and business groups across Scotland, as well as representing Transport Scotland in media bids including radio and TV.
  • Promote a positive attitude in the project teams including technical advisors and works contractors, taking ownership of problems and preventing them from becoming issues. The role works across boundaries with internal and external stakeholders to deliver joined up approaches and efficient contract management.
  • Respond to the consequences of critical or major issues and ensure that appropriate action is taken as soon as possible, briefing Directors, Ministers and, if deemed appropriate, the media, at the earliest opportunity.
  • Develop your team, embedding a culture of learning and development.

Qualifications

A suitable degree in Civil Engineering, or equivalent, and be a chartered member of an appropriate professional body and registered with the Engineering Council. Please ensure you confirm you hold these qualifications in your CV or Personal Statement.

Working Pattern

Location

This post is based in Glasgow, with hybrid working in line with current Transport Scotland policies. You will be expected to be office based twice per week, pro rata. Flexibility will be required for these posts as there will be a requirement to attend meetings around Scotland, on occasion requiring overnight stays.

The nature of this post means that you will likely have to respond to incidents out-with normal working hours, including weekends and public holidays.
