Technical Project Manager (Applications)

12 Months Initial (Multi-year programme)

Up to £425 via Umbrella

Scotland based (Mostly remote)


We are supporting a major public sector organisation to recruit for a Project Manager to play a key role in a multi-year programme of work with real impact on communities across Scotland.


This is an opportunity to contribute to technology change that directly supports better, more resilient public services and ultimately improves the lives of people across the country.


The successful candidate will take ownership of a complex third-party application estate, helping to manage, modernise and improve a portfolio of around 300 applications and a similar number of third-party suppliers.


This is a highly visible role working across legacy systems, operational teams, risk, suppliers and project stakeholders to ensure upgrades, decommissioning activity and application change are delivered safely and effectively.

Key responsibilities
  • Lead and coordinate activity across a large portfolio of third-party applications, including legacy systems, upgrades and decommissioning work.
  • Liaise with third-party suppliers to plan, prioritise and deliver application change, ensuring upgrades are managed effectively and service risks are understood.
  • Work closely with operational teams, risk stakeholders and project governance groups to support safe and effective delivery.
  • Help mature supplier relationship management, including moving towards more structured quarterly supplier engagement and relationship nurturing.
  • Provide clear updates to project and programme stakeholders, ensuring risks, issues and dependencies are visible and well managed.
What we are looking for:
  • Strong Project Management experience
  • Experience working across application estates, application portfolios, technology delivery, service transition or supplier/vendor management.
  • Strong understanding of third-party applications, legacy systems, upgrades, support models and application lifecycle considerations.
  • Proven ability to work with external suppliers and internal stakeholders to plan, coordinate and deliver technology change.
  • Experience operating within structured governance environments, ideally including risk management, change governance and project reporting.
  • Ability to translate technical, operational and supplier information into clear actions, risks and decisions.
  • Confident communication style, with the ability to build trusted relationships and challenge constructively where needed.
  • Public sector, regulated environment or large complex organisation experience would be highly beneficial.

Candidates must be based in Scotland. The role is expected to be around 90% working from home, with occasional travel to a local office or other Scottish sites as required
