The Financial Crime Change Oversight AVP is responsible for supporting the overarching design and implementation of the target state Financial Crime operating model across the Group, specifically supporting the implementation of the target state accountabilities and responsibilities across the first and second lines of defence. The role will support the detailed design of how the agreed accountabilities and responsibilities will be executed within the in-scope functions; develop detailed implementation plans; and work with key stakeholders to drive delivery of these.

To provide data-led expert oversight and check and challenge on business and compliance matters to evidence that the organisation is operating in a compliance with Barclays legal, regulatory and ethical responsibilities.
Accountabilities
To be successful as a Financial Crime Change Oversight AVP, you should have:
- Experience working in a financial institution – previous experience working within the Financial Services Industry, and working within a Financial Crime Transformation project
- Experience conducting Business Analysis and driving change / continuous improvement - owning tasks according to project plans, liaising with multiple stakeholders across cross functional teams, drafting and presenting design papers
- Experience of process operating model design – previous experience in designing and implementing risk management systems, processes and controls and / or component parts of operating models, including accountabilities and responsibilities
- Communication skills – strong communicator able to engage and work with a variety of stakeholders across business areas and grades
- Industry Specific Financial Crime & Risk Expertise – experience in assessing and managing financial crime risks across various industries, jurisdictions and customer types (i.e. Retail / Consumer Banking, Private Banking & Wealth, Business / Corporate Banking, and Investment Banking & Markets)
- Experience in Compliance, Audit or Controls Oversight – previous experience in an independent, oversight role with an appreciation for the importance of clear and high quality documentation and traceability linked problem to solution
- Clearly define plans and milestones – ability to clearly define plans, milestones, actions and success criteria and capable of working autonomously to drive delivery against plans.
Purpose of the role
To provide data-led expert oversight and check and challenge on business and compliance matters to evidence that the organisation is operating in a compliance with Barclays legal, regulatory and ethical responsibilities.
Accountabilities
- Identification and assessment of compliance risks through thorough reviews of business activities, changes, processes, testing and systems to.
- Identification and investigation of potential market abuse, including but not limited to, Insider Dealing, Unlawful Disclosure, Market Manipulation or Anti-Competitive Conduct.
- Conduct investigation of compliance risk events or breaches. Oversight and check and challenge of corrective actions and preventative measures to avoid future occurrences.
- Implementation of compliance policies and procedures in line with regulatory requirements and ensuring that the bank’s internal policies are aligned with international standards, including jurisdictional requirements.
- Collaboration with 1LOD, other relevant Compliance teams and legal, and relevant risk management functions to facilitate a comprehensive approach to compliance and risk management.
- Identification, investigation and oversight of potential money laundering, terrorist financing or other financial crime.
- To advise and influence decision making, contribute to policy development and take responsibility for operational effectiveness. Collaborate closely with other functions/ business divisions.
- Lead a team performing complex tasks, using well developed professional knowledge and skills to deliver on work that impacts the whole business function. Set objectives and coach employees in pursuit of those objectives, appraisal of performance relative to objectives and determination of reward outcomes

- Engage in complex analysis of data from multiple sources of information, internal and external sources such as procedures and practises (in other areas, teams, companies, etc).to solve problems creatively and effectively.
- Communicate complex information. 'Complex' information could include sensitive information or information that is difficult to communicate because of its content or its audience.
- Influence or convince stakeholders to achieve outcomes.
